RESOLUTION 3 CNA EVENTS IN SMOKE-FREE MUNICIPALITIES

(Approved)

BE IT RESOLVED, That the Canadian Nurses Association (CNA) biennium conferences be held in municipalities with bylaws requiring 100 per cent smoke-free indoor public places and workspaces; and

BE IT FURTHER RESOLVED, That CNA urge other provincial and national organizations, especially health organizations, to adopt the same policy; and

BE IT FURTHER RESOLVED, That CNA communicate this to jurisdictions that would be potential holders of CNA events.

Background

  • CNA is dedicated to the promotion of health and has a duty to role model such matters.
  • CNA has adopted a position statement regarding the essential role of nurses in reducing the use of tobacco products and a joint position statement outlining the role of health professionals in smoking cessation.
  • Tobacco use is the single most significant cause of preventable disease and death in Canada. Over 45, 000 Canadians die annually from tobacco-related diseases.
  • The World Health Organization recognizes reduction of tobacco use as a worldwide health priority.
  • Legislation restricting smoking in indoor public places is an important measure in fostering healthy public policy, protecting non-smokers from the harmful effects of environmental tobacco smoke, and reducing smoking prevalence and tobacco consumption.
  • The Canadian Public Health Association, the Canadian Medical Association, the Yukon Medical Association and the Canadian Pediatric Association have adopted such policies.
  • Reputable research indicates no impact on restaurant and bar sales and employment due to 100 per cent smoke-free bylaws, however, municipalities often do not adopt non-smoking bylaws due to the economic fear of loss of business. Adoption of this resolution will support 100 per cent smoke-free municipalities and encourage the adoption of healthy public policies.
